The aim of the study was to analyse the suitability, adequacy and appropriateness of the design of various SASSA and other departmental programmes including the Child Support Grant, Disability Grant and Foster Care Grant, in order to address the barriers that prevent vulnerable groups of children from accessing these programmes.
The study used a combination of quantitative and qualitative research methods. It drew on and analysed data from three national datasets to identify the number of CSG-eligible children in South Africa, the take-up rate amongst eligible children, and the geographical, demographic, social and economic correlates of exclusion amongst eligible children.
The qualitative component of the study involved engaging respondents to gain an understanding of the “push” factors inhibiting uptake of the grant.
