After an extensive scoping phase for the study, conducted in 2019, EPRI commenced the actual evaluation of UNICEF’s approach to social protection programming in emergencies, focusing on the use of cash-based transfers, in 2020, in close collaboration with UNICEF’s Evaluation Office at Headquarters.
The main purpose of this evaluation was to understand what UNICEF-supported social protection cash transfer programmes in emergencies work and under which circumstances, i.e., where, when, why, for whom and how; and to identify how UNICEF can improve the effectiveness and sustainability of its programming.
After EPRI carried out remote primary data collection activities in four countries – Dominica, Malawi, Nepal, and Yemen – in 2020, and complemented findings with six additional country case studies based on secondary data – Democratic Republic of Congo, Indonesia, Jordan, the Philippines, South Africa, Turkey – the final evaluation report and recommendations were validated through various working meetings and workshops with different UNICEF offices in 2021.
