UNICEF and the FAO, under the UN Joint SDG Fund on Social Protection and the Australian Government, have been providing the Government of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) with technical support to develop a shock-responsive social protection system in the region.
BARMM is the Philippines poorest region and one of the main contributing factors to BARMM’s expressive poverty rates is the region’s particularly high vulnerability to shocks. In 2021, EPRI has worked closely with UNICEF, FAO and in partnership with the Bangsamoro Planning and Development Authority (BPDA) to formulate an investment case for shock responsive social protection in BARMM. To inform the investment case, EPRI – supported by a national researcher – has carried out remote key informant interviews with policy makers in BARMM.
Combined with quantitative data analysis methods, the insights from these interviews were used to model the impacts of emergencies on poverty in BARMM over the next 20 years, to assess the potential of shock responsive social protection programmes to alleviate these impacts, and to develop a costing and fiscal space analysis for these shock-responsive social protection policy options. By end 2021, EPRI completed the first draft of the investment case report, outlining the findings of the analysis, which was validated with stakeholders in BARMM
