In light of the recent reforms of the social protection system in Kazakhstan, particularly family- and child-focused policies and programmes, UNICEF Kazakhstan commissioned EPRI in 2020 to carry out an evaluation of the social protection system and its reforms.
The purpose of the evaluation was to assess the degree to which family- and child-focused cash transfer policies and programmes contribute to child and family well-being in Kazakhstan.
The evaluation sought to promote evidence-based policy advocacy on child-focused and family-friendly social protection policies and programmes and contribute to increased knowledge on social inclusion issues in the country.
EPRI worked with two national researchers from the Al-Farabi Kazakh National University to conduct in-country, primary data collection activities with policy makers, implementers, and beneficiaries of social protection programmes.
Due to the COVID-19 pandemic all research had to be carried out remotely over the telephone and other means of teleconferencing. After the majority of research activities were already completed in 2020, EPRI prepared the evaluation report in 2021 and presented the findings and recommendations during a stakeholder validation workshop.
